That word only crept into my vocabulary in the aftermath of hurricane Katrina in August 2005. The massive flooding in New Orleans was the result of the breach of levees (barriers) around the city. The US Army Corps of Engineers has been roundly blamed for their poor performance. This article on the Wunderground blog by Dr Jeff Masters has the full stories. We drove along the levee in New Orleans in '91, also drove across the Mississippi spillway, a huge area designed for water catchment if the levee couldn't contain the river.
