How can it be the warmest time of the day at 10pm with an increase in wind? I don't get it? Did I read this right?

I am very sensitive to the weather almost to be able to predict it two days before. It is in the air and I am extremely sensitive to humidity (change), and how the wind changes too. I usually don't need to ask anyone; this is also one of the reasons I can feel tired suddenly with the change in the air or energetic or sleep more than usual. My body is completely linked to the atmosphere.
